Assessing whether public procurement practices were helping local government achieve its developmental goals, and identifying challenges affecting procurement effectiveness.

The researcher wanted to understand whether public procurement practices were helping local government achieve its developmental goals. The study focused on procurement processes, service delivery, infrastructure development, job creation, empowerment initiatives, and community outcomes. The researcher also wanted to identify the challenges affecting procurement effectiveness and develop practical recommendations for improvement.
Intelligent Data worked with the researcher throughout the study. We assisted with refining the research objectives and designing a mixed-methods approach that combined qualitative and quantitative data. We helped structure the data collection process and supported the management of data collected from municipal officials, service providers, and community stakeholders.
Once the data was collected, we prepared and organised the datasets for analysis. We analysed the quantitative data to understand patterns and perceptions across stakeholder groups. We also conducted thematic analysis of qualitative responses to identify common experiences, challenges, and recommendations. Finally, we assisted with interpreting the findings and translating them into practical recommendations and an evidence-based framework for improving procurement outcomes and service delivery.
The analyses identified several challenges affecting procurement effectiveness. These included capacity limitations, accountability concerns, procurement inefficiencies, and weaknesses in compliance and governance processes. The findings also showed how these challenges affected service delivery and developmental outcomes within the municipality.
The findings provided the researcher with a clear understanding of the factors affecting procurement performance and service delivery. The results informed practical recommendations aimed at strengthening governance, improving procurement processes, building institutional capacity, and increasing stakeholder participation. The study also produced an evidence-based framework that can support more effective and developmental public procurement practices in local government.
